Winter Storm Preparations

Our area is under a winter storm warning from the National Weather Service from 3:00 p.m. today until 1:00 p.m. Wednesday. The temperature will be ranging from the mid-20s, heading into the mid-10s at night. Below are some tips for staying safe during this storm:

General

* Please make sure to remain in layers, and keep your children in layers as well, as the weather will get extremely cold tonight. Watch out for signs of hypothermia and frostbite.
* Be sure to fill up your gas tanks, as the winter conditions may make getting around very difficult for at least the next day or two. * Please do NOT leave pets outside! The cold temperatures may be deadly for pets, so be sure to keep them indoors.

Transportation

* To keep up with the Virginia Department of Transportation's (VDOT) progress in plowing, please see the following
information packet, which provides information on VDOT's plan for snow removal, as well as contact numbers to check on their progress.
* VDOT has sent out an advisory to the Hampton Roads area that over 400 pieces of equipment will be used to keep the roads clear, and that the interstates and high volume primary and secondary roads will be the first focus.

Electric

* For Dominion, please visit the following site for basic emergency contact information. You can report an outage to Dominion by calling 1-866-DOM-HELP, and you can go to the following website to see outage information. Dominion also has pages for general preparedness tips for winter weather, which you can locate here and here
* For the Prince George Electric Cooperative, you can report an outage by calling 804-834-2424, or by visiting the following
site. They also have a winter weather preparedness website, which you can visit by going here

Keep up with updates for James City County by checking with
James City County Alert Systems. In addition, please see the following county and city specific sites for recommendations on how to prepare for the upcoming storm, as well as contact information for local services:

Be sure to stay safe and stay warm!

   Winter Weather Advisory

Dear Friends,

Please be aware that winter weather is expected to impact Hampton Roads this afternoon and through tomorrow.

The National Weather Service has issued a winter storm warning for 4 PM Tuesday until 4 PM Wednesday with six to twelve inches of snow forecast.  Extremely cold temperatures will move into the state and last through Friday.

The following information should help you prepare for the storm.

VDOT

Currently, crews are treating interstates and primary roads with salt brine or anti-icing chemicals.  Crews will be out in force overnight and through the duration of the storm, treating icy roads and plowing snow.

During the storm, motorists should avoid driving on the roads. About 70 percent of deaths related to ice and snow occur in automobiles.

Winter weather driving tips and other preparations:

·    Monitor your local news sources for the latest weather conditions

·    Prepare your car for winter driving conditions, including having an emergency kit in your car

·    Prepare your home for winter weather conditions in case of power outages ·    Before getting behind the wheel, call 511, go to www.511virginia.org or download the 511 mobile app to get the latest road condition information

·    You can also call 800-FOR-ROAD (800-367-7623)to  report road hazards or ask road-related questions at VDOT's 24-hour Customer Service Center

·    When driving, give yourself extra time to reach your destination, leave plenty of driving room between you and the vehicle ahead and slow down.

Road priorities and neighborhood snow plow tracker

VDOT's goal is to have all state-maintained roads passable within 48 hours after a winter storm ends.

Crews first begin clearing roads with the highest traffic volumes - interstates and primary roads and then major secondary roads followed by subdivision streets.

A statewide network of 77 weather sensors in roadways and bridges, plus 16 mobile video data platforms, allows crews to quickly identify when and where road surfaces might be freezing.

For Virginia Beach Police's non-emergency line, please call (757)385-5000

Please be safe out there!

Sincerely,

Scott Taylor

Winding Down Week Three

General Assembly Week 3
General Assembly Week 3

Natural Gas Bills:

My bill (HB 340) that allows localities to tap into an existing state fund to convert their vehicles, such as school buses, to alternative fuels has made it out of subcommittee. With diesel prices at approximately $3.70 per gallon and natural gas gallon equivalent at approximately $1.50, the economics make sense. As an example, Virginia Beach school buses drive 52,000 miles per day using 600 school buses. Imagine the savings that could be directed to the classroom.

My bill (HB 516) that creates a natural gas certification for automobile technicians also made it out of subcommittee. This bill will create jobs and help Virginia lead the way in alternative energy and in this emerging industry.

The Business Development Caucus:

This week I joined the Business Development Caucus. The caucus is a group made up of House members who are business owners. Their objective is to make Virginia the most business friendly state in the country with a focus on introducing and shepherding legislation that promotes entrepreneurship and job growth in the Commonwealth. This year we are advocating a legislative agenda that promotes the business owner as the key player in economic recovery and long term economic viability.

Medicaid Expansion:

We have already started the debate on Medicaid expansion on the House floor, with members of both parties standing to give speeches for or against the expansion. I remain in the position that we must reform our existing Medicaid program, which is approximately 22% of the state's budget and growing at an unsustainable rate. Everyone wants to help those who are truly in need, but there is a duty to all of the Commonwealth to ensure a responsible and measured approach. If a ship has a hole in it, the hole must get fixed prior to putting more cargo in.

Education:

It looks like this upcoming week we will deal with several big education bills such as reforming the Standards of Learning (SOL) test. I have signed on as a co-patron of Delegate Tag Greason's bill, HB 930,  because I believe our children should not be focused on memorizing a test, but rather working on skills such as critical thinking.

Hybrid Vehicle Tax:

I voted to repeal this tax, with the majority, and it passed convincingly. We should not punish those who are attempting to be good stewards of their environment.

I truly enjoyed all of our visits and I am looking forward to next week. As always, it is a pleasure and honor to serve you. I will earn it everyday.

Dental hygienists came up from Virginia Beach this week to meet with me.

Other guests this week,

Beach house from Virginia Beach, AAA Tidewater, Virginia Citizens Defense League, Virginia Hemophilia Foundation, Virginia Coalition of Latino Organizations, Substance Abuse Addiction & Recovery Alliance, Campbell County Republicans, Virginia Beach Constituents, Virginia Electrical Board Association, Virginia Organizing, Virginia Interfaith, Medical Society of Virginia, Virginia Tech, ODU, Virginia Catholic Conference, Dept. of State Police, Virginia Economic Development Partnership, VDOT, Hampton Roads Tea Party, and Home School Students.

If there is legislation you would like to discuss, or if you would like to schedule a meeting, please call us at (804) 698-1085. You can also email me at DelSTaylor@house.virginia.gov. We are happy to set up tours of the Capitol as well.

With Respect,

Scott Taylor
